However I think it is important and relevant since it is about a problem that seems to prey on people with disABILITIES Yours truly doesn't mean to imply that disabled people are the only victims of scam artists. The truth is that this population is especially targeted. The reasons I believe are several. First many disabled people are on fixed incomes so the appeal of getting rich quick may have some appeal. Second scammers assume that just because someone has a disability that they are an easy touch for them. Not assuming anything about gullibility. Please take this as a warning only. If you are skeptical already, great. More power to you There are many scams on the net. In essence, if it sound too good to be true, it almost always is One warning sign is if you have to pay money to get in, its a ripoff. Also if there's a time pressure or any other type of pressure that should be a sign to warn you too. There is one particular scam that claims if you are willing to fly to Uganda and meet the wife of the former leader of Togo, you will get millions of dollars. This is an actual scam. They are stranded in Togo with no help from the Togolese govt. or their native country Believe it or not, to coin a phrase, many people, too numerous to count have actually fallen for this foolish scheme. The illicit plan has been around for close to twenty years !!! I know about this one because I received several of their emails. I can honestly say I did not fly to Togo and I was not a victim. I don't want you to be one either. Note: I am not condemning the Togolese people, Nigerians and all other African People, African Americans or People of Color anywhere in the world. Here is an actual email that I believe is part of this terrible scam. I must assure you I did not answer this email. Telephone: 228084460 Dear Sir, I am Akunor Rawlings, a cousin of the former president of the Federal Republic of Ghana, Jerry Rawlings, and I also held an appointment during his 10yrs in office as the General Manager in charge of Ministry of Solid Mineral such as Gold, Diamond, Bauxites etc. During this 10yrs tenure, I managed to secure a large quantity of Gold and Diamond secretly before he handed over power to his successor Mr. John Kuffour. When he took over power, information got to me that the new president is aware of this large deposit of Gold and Diamond that is in my possession, and because of this, I have to look for a way to dispose it. To this end, I contacted a friend of mine in a neighboring Country Federal Republic of Togo, who helped me to sell the Gold and Diamond for a total of $18.5Million (Eighteen Million, Five Hundred United States Dollars), which is now deposited in a security company in Lome, Togo. Because of my relationship as the cousin of the former president of the Federal Republic of Ghana, Jerry Rawlings, my Togolese friend suggested that we should move this entire fund Overseas to avoid being traced by the present Ghanaian president. 		<description><![CDATA[Medicare is the Federal health insurance program that is available to older people and to many of those with disabilities. Generally, a person is eligible for Medicare when turning age 65. In other instances, a person with a disability may be eligible, regardless of age.There are two parts to Medicare: Part A and Part B. Inpatient hospital services, skilled nursing facility, home health care and hospice services are covered by Medicare Part A. Physician services, durable medical equipment, clinical diagnostic laboratory services, laboratory tests, X-rays, diabetes self-management, outpatient hospital services, ambulance services, outpatient mental health services, mammograms, pap smears, colon or prostate cancer screenings, flu and pneumonia shots, bone density measurement, and physical therapy are covered by Medicare Part B. Medicare generally does not cover preventive care services, private duty nursing, hospital room telephone or television, private hospital rooms, dental services, eyeglasses, chiropractic services, care outside of the U.S., acupuncture, hearing aids, long term or custodial care in nursing homes or most prescription drugs.To qualify for Medicare, a person must meet at least one of the following:(1)Be age 65 and eligible for Social Security or railroad retirement benefits,(2)Have been receiving Social Security disability income for at least 24 months, or(3)Have end stage renal (kidney) disease.If one continues to work after age 65 or decides not to enroll for Social Security benefits at age 65, he/she may still receive Medicare benefits. Permanent legal aliens also qualify for Medicare when they have lived in the U.S. for at least five years or more continuously prior to eligibility date. They may also qualify when they are not eligible for Social Security benefits or railroad retirement benefits, but they usually will have to pay the premiums for Medicare Part A.If one qualifies for Social Security or railroad retirement benefits, his or her Medicare enrollment is automatic. If one is not age 65, he/she may apply with the local Social Security office during the 7 month period that starts 3 months before their 65th birthday. When applying 3 months before turning 65, the Medicare coverage begins in the birthday month. When applying in the birthday month or during the 3 months following, coverage will be delayed for up to 3 more months. Enrollment may also be done between January 1 and March 31 of any year once becoming eligible, but there may be a penalty for late enrollment and an effective date of July 1.If one has coverage with a group or business health plan, he/she may enroll any time while still working and if the employer has more than 20 employees. If one cancels group coverage while still working or retires, he/she is given a special 8 month enrollment period beginning when the group coverage ends. Be aware that when applying for a Medicare Supplement policy 6 months after Medicare Part B coverage is effective or after open enrollment ends, health questions would have to be answered on the application. Also, when one is covered with a group health plan and Medicare, as long as the employer has 20 or more employees one has the option of making the group health coverage primary and Medicare secondary. If one is automatically eligible for Medicare Part A then there is no premium to pay. A premium is required for Medicare Part B. If one does not enroll in Medicare Part B when initially eligible, then there is a 10% premium penalty for each year of delayed enrollment.Medicare options include original Medicare which comes direct from the Federal government, and Medicare PPO (preferred provider organization), Medicare PFFS (private fee-for-service plan), Medicare MSA (medical savings account plan), and Medicare HMO (health maintenance organization) or Medicare PSO (provider-sponsored organization) which are offered by private health plans. Yep, the same folks who pay good money to super-size have become super-sized and--get this--they're surprised and angry. Although, it hasn't gone to trial, I'm hearing that the plaintiffs have a good chance at winning and if they set a precedent, I think I have a good case against Zaps Potato Chips. For a small fee, you can join my lawsuit. Surely, you know about Zaps CrawTaters, Jalapeno Chips and Dill Pickle Chips--if not, run to the store and load up. You can thank me later. But, back to my suit. Between long hours at work and longer lines at the mall, I've treated myself too many times lately. I mean, I deserved to ride home with a diet coke and some Zaps CrawTaters. The good news is that I looked, and there's not a warning on the Zaps bag anywhere--not even a hint that consuming large quantities would make it hard to button my jeans. Next Step Foundation, directed by David and Lynne Francis, has attempted, without success, to obtain an occupancy permit for its property that houses men who are former addicts and alcoholics and who follow a strict program of recovery.  The permit is under appeal since a zoning hearing was held in Stowe Township on August 4, 2004.  The Plaintiff's complaint alleges that since the non-profit organization started renovations on the property in May, 2004, staff members and clients of Next Step Foundation have been subject to continual harassment by township residents and officials.Stowe Township officials have issued no fewer than 21 citations on the property since the zoning hearing on August 4th, from which Next Step Foundation is seeking injunctive relief. Officials have sought to evict residents of Next Step Foundation at another facility that it rents for recovering men at 719 Broadway Avenue.  Next Step Foundation is citing discrimination under the Fair Housing Act, the American with Disabilities Act, the Equal Protection Clause of the Fourteenth Amendment as well as a 1995 landmark decision by the United States Supreme Court, City of Edmonds v. 		<description><![CDATA[To the uninitiated, voice commands for the horse are nothing more than words.  But to the horse they are only sounds.  Obviously, horses cannot speak our language.  Since they cannot speak our language we should think through what we say to them when we want certain responses from them.Take the word "whoa" for instance.  I have no doubt this is the most abused word in the human/horse language.  When the rider says "whoa" then the horse should know to stop.But the problem is this.  Often the word "whoa" is said when the rider wants the horse to slow down...not stop.  Before you know it, the rider has conditioned the horse to slow down at the word "whoa" instead of stopping.  Then the rider can't understand why the "stupid" horse won't stop when he says "whoa!".Telling your horse a command when you mean for it to do something else is lying to your horse.  You never lie to your horse because the results you get will not be what you want.  Jesse Beery, a famous horse trainer from the 1800's, knew this well and was the first to say "don't lie to your horse".Thus, when you say "whoa" to your horse, you must only say it because you want to stop...not slow down.Also, when using voice commands be sure to use simple words with as few syllables as possible.Thus, if you want a horse to back up then say "back".  If you want him to walk then say "walk".  If you want him to trot then say "trot".Next, when using voice commands be sure to associate an action with the command.  For instance, let's say you're teaching your horse to gallop at the command "gallop".  So while in the round pen you use one of your aids to teach him to gallop.  So first you say "gallop" then bring in the aid to motivate his movement to a higher speed.If you want to teach your horse to walk then start your horse around the pen in the opposite direction from which you taught him to gallop.  When he's gone around several times, stop him, and pet him.  If he goes too fast use the word "walk" and have him go slower by making a slight move to the front of him.  Lastly, I'm a big advocate of being careful how you talk to your horse.If you use commands that sound threatening (by yelling a command), you can actually increase your horse's heart rate, frighten and confuse him, and he may take longer to learn.  For instance, a popular command to teach a horse is the word "step".  When driving a horse, using this command means for the horse to move forward...take a step.  When teaching it, be careful not to yell the command because it may be perceived by the horse as a punishment.But if you calmly say "step" you will get better results than if you yell it.  Often times, when a horse isn't "getting what you want", there's a tendency to get frustrated and thus, mad - and your voice volume can escalate.  Then you're back to sounding threatening and perhaps your horse will take even longer to understand what you want.I've seen where horses were being taught to drive where the owner taught the word "step".  When teaching it, he would loudly say "STEP!".  It wasn't long before the horse was actually balking.  Then the owner was getting frustrated and kept repeating his command even louder...as if the horse couldn't hear him.  It reminds me of a show I once saw on television.  One english speaking man was talking with a spanish speaking man.  The spanish speaking man knew no english.  The english speaking man was trying to communicate with the spanish speaking man.  After a minute of obvious noncommunication, the english speaking man spoke slower and louder. The patent claims screening methods using the human CCR5 receptor to single out compounds as well as antibodies which can be used in the treatment and/or prevention of HIV infection.
